THE TREND OF THAI EXPORT

Brief introduction of the current economic situation in Thailand

Unfortunately *** , Thailand still maintained a trade surplus *** ,*** *** {4} exports overall continued to decline *** , leading the central bank to lower export growth projections from an original target as the factors that made the declined included competition in world markets*** ,*** {5} loss in favourable tariff privileges from Europe and continues difficulties in accessing trade credits*** {6} . Moreover , the falling prices of farm commodity in world markets and floods locally helped depress export performance . For instance , rice and rubber ; {7} two of Thailand leading agricultural exports , were attacked particularly hard so {8} the central bank lowered the export growth target . Also imports showed signs of recovery as local manufacturers raised production to rebuild inventories . However , domestic consumption , the third engine of the economy outside of exports and investment , showed mix signs in the first half and {9} it was the same signs as in shopping mall sales , electricity use , beverage and vehicle sales . But positive signs through the first half led to the central bank announcing an upward revision in growth projections in late May . The economy was now expected to post to 1.5 % growth for 1999 .

As many export products depend on imported materials , growing imports of materials and capital goods for use by manufacturers provide hope of export-driven economic recovery whereas the revival of imports for use in making export goods relies heavily on a corresponding lift in regional trade . Furthermore , the government are revising the custom duties which are the new tariff regime will {15} serve the Asean Free Trade Area ( Afta ) ; an agreement {16} among Southeast Asian nations to reduce import tax on general goods among members to between 0 and 5 % by 2003 . Not only increasing complaints about delays and corruption had forced the government to more against the practice of paying bribes to ship goods in and out of Bangkok Port but red tape had also been reduced , speeding the process of clearing goods for export . It is believed that Thailand' s exports were gradually recovering in overall terms , helped by the stable baht that made it easier to calculate costs and prices. In addition , export would be helped by the government' s promotion measures encouraging companies to find new markets in Indochina , the Middle East , Africa , Latin America and Eastern Europe .

Although ,*** exporters are pleased by signs of recovery in shipments , they are still worried by a decline in total sales to the United State and the European Union , the two biggest markets for Asian exports . The trend may reflect Thailand' s gradual declining competitiveness in the two markets . {17}

At present , Thailand has bigger size of population than {19} before , *** it is about 65 million people . At the same time , exports of automobiles jumped by 54.4 % to $ 342 million . Australia , the United States , Japan , Turkey , Sweden and New Zealand imported more vehicles and parts from Thailand . In addition , imports of raw materials rose by 6.4 % to $ 3.24 billion in the first quarter , while those of capital goods such as steel , jewellery and wood increased by 5.7 % to $ 6.04 billion .

Political :

The Thai' s government is committed to and {26} accelerate industrial development in rural areas and initiatives in human resources development and financing have been put forth at the provincial level .

The government is also placing emphasis on the improvement of social infrastructure and the expansion of social services . Compulsory education will be extended from 6 to 9 years and a student loan fund of US $ 120 million has been established for low income students . Furthermore , programs to develop personnel in fields such as science , engineering , medicine and pharmacology will be expanded . The government now places considerable emphasis on the use of BOI privileges -The Thailand Board of Investment- to achieve policy targets related to export activities, to industrial deepening , and to decentralisation of industries into the regional areas . Not only the BOI has {27} been addressing concerns the {28} development of technological capability in Thai industry and the growth of supporting industries but also promotional privileges are provided to firms undertaking research and development efforts . Moreover , the Thai government has strongly supported export activities since the early 1970s as a way of generating foreign exchange and avoiding imbalances in the balance of trade through the government agencies such as :

The Board of Investment : The BOI offers a generous range of incentives for {29} export-oriented investors in Thailand . These include exemption from import duties on imported raw materials ,*** components ,*** and re-export items , and exemption from export duties and business taxes.

The Ministry of Finance : The Ministry of Finance operates 2 main schemes to help exporters . Firms can either claim tax drawbacks from the Customs Department for customs duties and excise taxes paid on inputs used for export products , or obtain a rebate from the Fiscal Policy Office based on the estimated tax payments on inputs used in export products .

The Department of Export Promotion : DEP provides information on potential markets and buyers , and provides relevant training to Thai exporters .

The Export-Import Bank : The Export-Import Bank operates as a non-profit state institution separate from the Bank of Thailand . Its purpose is to promote and provide financial support for exports and investment for export purposes .

Internal Factors :

Market Shares : Among industrial exports to register rises year-on-year were computers , up by 1.9 % to $1.91 billion ; electrical circuits , up by 7.7 % to $610 million ; autos and parts , up by 54.4 % to $342 million ; air conditioners , up by 14.6 % to $263 million ; rubber products , up by 1.6 % to $209 million ; tapioca products , up by 3.7 % to $173 million ; and furniture and parts , up by 25 % to $171 million . However , declines were recorded in exports of clothes , gems and jewellery , footwear and shoe parts , transistors , televisions and radios , as well as videos and their parts .In addition , the decline was attributed to price-cutting rival exporters including China , Malaysia , Indonesia ,the Philippines , South Korea , Mexico and countries in Eastern Europe .
